order to keep the lunar and solar year synchronized, an intercalary month was added every three years or so. This makeup month was called Veadar. So he was stuck with a Jewish calendar that varied and a lunar year which sometimes varied and then had to be recalibrated, so to speak, with the solar yearly cycle.
